Civil Service laws are designed to promote professionalism in government service, by limiting the influence of patronage and corruption. On the other hand, some argue that, applied rigidly, they can stifle innovation and talent optimization, fostering bureaucracy.

Civil Service: Responsibilities, Limits, Possibilities is a moderated panel discussion that will draw out both views, give panelists a chance to discover where they agree, and where they disagree, and share views on potential optimizations.   This panel is the fourth in a series of panels sponsored by The Neutral Ground, a New Orleans non-profit whose mission is to model civility in public discourse, and genuine understanding of opposing views.
